Implement rate limits

From a test user, as an end user trying to text the bot:

I tried on my computer linked to Signal. Signal asked me to verify but the signal verification website is not generating verification codes on my device.

And then, when I try to add on the phone, it shows the message "This person is not using Signal anymore" and won't let me add. just "invite to Signal"
