DOC-14: port the T2 2026 peer-review template into the upstream web repository.
The existing template asks every contributor to claim three browser tests and request named maintainers. The replacement asks for the ticket, intended base branch, relevant validation evidence, security/privacy impact and a scope/self-review checklist. Contributors can describe the checks that apply to their change without claiming tests they did not run.
Copied from
ontrack-features-t2-2026/doubtfire-webatd16f6201c, keeping the existingdocs/PULL_REQUEST_TEMPLATE.mdlocation. Only the template changes; branch protection and review rules are unchanged.Validation: compared both templates;
git diff --checkpassed. This is a template-only change. Ready for independent review; no merge requested or performed by the author.
