feat: use results directory provided by Microsoft Testing Platform in HtmlReporter - #5294

Node.js 20 actions are deprecated. The following actions are running on Node.js 20 and may not work as expected: gittools/actions/gitversion/execute@v3, gittools/actions/gitversion/setup@v3.
