Board item placement is incorrect after reorder of columns

With 0.7.0 the "Board" example on solid-dnd.com sometimes incorrectly repositions the first dragged element after a column reorder. This could be an issue with the example requiring updating, or a bug in 0.7.0.

Only occurs when DragOverlay used.

Actually, the underlying issue does occur even without DragOverlay, it is just not visible.
What seems to be happening is that the onDragOver effect is called initially with incorrect values for the droppable. Need to figure out why.

Possibly due to the change in Solid batching behaviour, the ordering of effects is affected and we end up with onDragMove being called as a result of dragStart before onDragStart is called. This means that collisions are detected before the layouts recomputed correctly.

Reproduced example case in the Solid Playground

Solution would be to implicitly call the necessary core functions in dragStart, dragEnd etc rather than rely on effects, but it would be good to better understand what is going on in this case.
