Feature/share some ide confs

Add new features to dev stack :

• Allow to disable nuxt SSR (server side rendering) by .env
• Add rector tool and refactor some feature to allow a more common rules sharing
• Add a command in Makefile for top/ps docker-composer stack
• Version .idea with fine tuning (scope, default config for runner, composer, symfony plugin, etc)
• Version configuration of xDebug with two runner (one to lunch xdebug listenner, and one other linked to display a message to help dev to activate xdebug on the browser or CLI).
