Update plugin service protos to allow disabling presets when plugins …

…are enabled

Summary: Currently, enabling a plugin will automatically enable all preset scripts across all clusters. We want to allow an option for users to not enable these preset scripts when enabling a plugin. This diff adds a field in the proto to allow them to do so.

Test Plan: This diff just adds proto fields, but doesn't use them anywhere.
