Delete the orphaned CitationBox.astro #48

Split out of the original #48, which bundled two findings left by #30 (minimal static templates for reference pages). The banner-copy half is now #100.

What is wrong

src/components/CitationBox.astro has no consumers. src/pages/id/ref/[uuid]/index.astro was the only one, and it now inlines its own Chicago and COinS rendering against src/lib/citation.ts.

Verified on staging at a5764fb: git grep CitationBox returns only the file itself, and nothing under src/content/docs/ references it either.

What to do

Delete the file. Wire it back in instead, if the inlining in #30 was meant to be temporary.

    I’d like to take this. I’ll remove the confirmed orphaned CitationBox, extract the shared draft/tombstone state and copy into a style-free src/lib module, keep the page-specific markup/styles split intact, and run the fixture-backed format/check/build gate.

    Split this issue in two, so the unblocked half can move on its own.

    PR #97 implements both halves together, which is why it cannot merge as a unit.

    Fixed by #101: the orphaned CitationBox component was removed on staging and in release PR #4.
