What does this PR do?
The PR updates the Docker.DotNet.Enhanced dependency. The version includes a fix for an issue affecting developers using .NET 9 (specifically,
System.Text.Jsonin version 9). Serializing the Docker Engine API payload to JSON could throw aSystem.InvalidOperationExceptiondue to changes in the JSON serializer: testcontainers/Docker.DotNet#7. In addition to updating the Docker.DotNet.Enhanced dependency, this PR removes support fornet6.0and adds the new TFM fornet9.0.Why is it important?
