Add support for AWS provider v3+

it appears the AWS provider is locked to ~> 2.42 in various places which prevents using the latest v3.0 update of the AWS provider. Not sure if there are any issues with using 2.42 specifically, but we're trying to upgrade to v3.0 of the AWS provider and currently cannot due to this issue.
