Upgrade AWS provider and min required Terraform version to 6.0 and 1.5.7 respectively
Avoid calling data sources when create = false
Changes default forwarder versions to 4.12.0; all versions prior have been vendored to their respective directory
Changes default python runtime to 3.12 since this is required by the forwarders https://github.com/DataDog/datadog-serverless-functions/blob/2871fe60495cafff12fae9fd0847ca67a01189b2/aws/logs_monitoring/setup.py#L18
Changes default architectures to "arm64" for slightly cheaper lambda function by using Graviton
