Support 24h clock in termux-dialog time #818

Feature description

Please change the dialog TimePicker to the 24-hours clock (or provide this as an option). I think this is more internationally used than AM/PM.

Reference implementation

I'm a novice programmer and can't find the code that constructs the TimePicker, but according to this documentation it's just setting a boolean setIs24HourView.
