Feature request: !karmamap & online view.

A return of the !karmamap feature.

Perhaps an online web page similar to the previous one, with list of all objects with karma values, and ++, -- & +- reasons.

If database access can be provided, I could do the latter.

The project stakeholders have indicated that this feature should receive a priority higher than all who have gone before. It is the opinion of the committee that @bma should forego rest and recuperation until such a time as the feature has been delivered.
