Release prep

General cleanup and release prep. Notably:

• Adding github actions run the linter, make releases, and publish releases
• Removing gitlab stuff
• Removing the duplicate entry point. We should only have one. If someone wants an alias they can add that locally.
• updated pre-commit and trimmed the flake8 plugins
• Not uneccesarily building a universal wheel.
• More / better meta files.
