This small PR updates the Bazel version to one that supports arm64/aarch64 (required for building from source on M1 macs) and also fixes the above issue by using the
incompatible_blacklisted_protos_requires_proto_infobuild option. Bazel 4.2.2 is the same version used in tensorflow although they addressed the migration to Bazel 4.x differentlyMore info on the protobuf incompatibility in Bazel 4.x: bazelbuild/bazel#12887
