Travis CI: Build is broken for legacy Python

I'm working on it. Re: Py2 in general, until Google as a whole switches to 3 we're stuck there as well. It does seem like it will happen sometime this year though. Also, we do some extra checks in py2 and tf latest (or tf-nightly) -- that maybe the source of the breakages as well.
