ModuleNotFoundError: No module named 'tensorflow.compat.v1

Hi,

I encountered a problem where tensorflow.compat.v1 cannot be loaded when running the bolton subpackage yet can be loaded when running the mnist_dpsg_tutorial.py. I have not found any solution or explanation as to why this would be happening, I have tried reinstalling dependencies, tensorflow and tensorflow privacy yet none have changed the result. The module can also be loaded in the python3 shell.
