TEM: Setting environment variables to TEM Application with App Config bypasses validation

I'm here because I need clarification on which behaviour is correct. The annoying thing is that we want to set an environment variable over 1000 characters, but we couldn't do that because of a TEM limitation. Then I thought it could do it with App Config, so I tried it, and it failed via Terraform and succeeded from WebUI. I don't know which of these behaviours is correct. It would be great if we could do that with App Config, but if so, the limitation on the Terraform is annoying.
