What changed?

Add make temporal-server-wasi and a developer guide; retain existing build tags/providers and add portable SQLite locking.

Why?

Provide a reproducible WASI Preview1 compilation target for the existing server entrypoint.

How did you test it?

Linked the WASI server with the actual Make target, compiled affected WASI tests, and verified native linking, SQLite suites, module checks and changed-package lint on the stacked changes.

  • built
  • run locally and tested manually
  • covered by existing tests
  • added new unit test(s)
  • added new functional test(s)

Potential risks

The target establishes compilation and linking; host networking, filesystem access, startup and guest persistence still require runtime qualification.
