What was changed
Added doc publishing step for Netlify similar to TypeScript.
Note that while this has a "draft docs" publish, due to relying on secrets that only works on local-repo (i.e. non-fork) PRs which we discourage. But it still has value for those and the main benefit is the "prod docs" publish.
