[Bug] delete_workflow_execution not properly available on workflow_service

Thanks! It looks like mistakenly placed this on operator_service on our Rust side, we will fix.

Note, this is a low-level call and we don't recommend deleting workflow executions. We recommend just leaving them as complete. Feel free to join us at #python-sdk on Slack or the forums to discuss the use case for deletion and if it's really needed.

Thanks for the heads-up! For our setup we actually plan to let workflows fail after a reasonable retry chance fails - as we assume this requires manual intervention and we need to be aware/get notified of these failures.

Later, once the fix is deployed, the workflow is reset. If the reset run succeeds, the old failed run is deleted

There is no need to delete the old run. Non-running workflows can just live until retention is up.

No need, but it's for organization. If we have failed workflows (which is very rare), it means someone needs to look at them.

Deletion is just for maintaining these semantics and avoiding the situation where there are multiple failed workflows, some were handled and some were not, and it's not immediately clear which need attention.
