Increase CI test timeout

What was changed

Increase unit test timeout from 10m to 15m, also increased integration test timeout from 20m to 25m

Why?

Have been seeing test timeouts, increasing to account for slow runners

Increase CI timeouts for unit and integration tests in the per-pr workflow.

• CI (GitHub Actions) in /.github/workflows/per-pr.yml:
  • Increase unit test job timeout-minutes from 10 to 15.
  • Increase integration test job timeout-minutes from 20 to 25.
