Error handling course content ports from non-Python languages

I just added these top two sections to the Python docs: https://docs.temporal.io/develop/python/failure-detection#exception-handling

They should be added to the other SDKs as well, as it's good context from the Errors course.

Most of these will be fairly straight ports other than Go (I might try to get the Go one done myself so that the remainder are all straightforward ports).

FYI, this is now done for all but Go and Java in #3885. Go and Java still need to be done.
