[FEAT]: Update `_reusable-package-release.yml` workflow to not fail if there are no unreleased items in the changelog, but instead to skip the workflow

### Description

It would be nice if the workflow simply skipped if there were no unreleased changelog items rather than failing, since that affects the badge on the main page of the repo. And the workflow didn't actually fail, it just couldn't perform the release with nothing in it.
