Update documentation and add new translations

Added and updated user guide and changelog documentation for multiple languages, including new .po translation files for Arabic, Spanish, French, Russian, Turkish, and Vietnamese. Updated Changelog and WhatsNew files for version 1.4.6, and reorganized documentation files into the documentation directory.
