* develop: Prep release 3.4.2-1 Fixes library loading on JDK9+, including 10 and 11. Removes a broken test that no longer applies to JDK9+. This test assumes the type of the classloader, which is no longer safe to assume. The test could probably be rewritten but I don't consider it important at the moment. Better instructions for deploy.

OpenCV DLL for Windows is linked against several DLL's that come with the Desktop Experience Feature. If you don't have the Desktop Experience Installed then the OpenCV DLL will not load.
