Auto-install SSL certificates for Python 3 for macOS, for v3.8 and 3.9 [fixed]

This step is usually assumed to be done by users manually in order to use Python 3, but this package will auto-install.

However, the auto-installation command is only up to v3.7. This issue is to track and add v3.8 and v3.9 as well.

Without this SSL thing, download() will not work correctly to download from internet, so this can be considered a bug.

This is fixed in v1.28, available with pip install rpa --upgrade
