Enable server monitoring and backup 

Pick a backup retention policy and enable the backups.

The playbook [supports Borg](https://github.com/spantaleev/matrix-docker-ansible-deploy/blob/master/docs/configuring-playbook-backup-borg.md), but maybe Azure Backups / snapshots of the VM are more practical.

Also enable some sort of monitoring.
