Decide on the location for ECMA 402 proposal status

Proposals in ECMA 402 also have their status documented at https://github.com/tc39/ecma402/blob/master/README.md . We should decide one place or the other being the source of truth. I don't think this repository has everything currently; maybe we should remove them from here.

That makes total sense; would you mind making a PR that removes the 402 proposals from here, but also links to the 402 proposal list prominently? (assuming that you're OK with having 402 proposals there, and 262 proposals here)

Alternatively, we could move the 402 proposal list to its own directory in this repo - then this repo would be the source of truth.

I'm fine with either of those, or even keeping it in the main list, just not the current incomplete duplication. Does anyone else have an opinion? @caridy ?

👍 on moving ECMA402 proposals to this repo as it happened with ECMA262 some time ago. As a side effect that will remove noise from spec repo.
