M11: Ecosystem certification #12

The twelfth milestone in spec/23-milestones.md. The management stack certifies ruvm as a QEMU.

Suites

• libvirt's test suite and TCK against ruvm binaries
• libvirt capabilities XML matches QEMU's, minus deliberate absences
• OpenStack Nova tempest compute tests
• Proxmox VE qemu-server tests
• GNOME Boxes and virt-manager smoke tests
• Kata Containers CI with ruvm as its QEMU

Packaging

• Fedora, Debian, Arch and Homebrew packages with the symlink farm and firmware placement matching each distribution's QEMU packaging

Exit criterion

1. libvirt's test suite passes and capability probing shows no unexpected differences.
2. Tempest compute API tests pass with ruvm on the compute nodes.
3. Kata's CI passes with ruvm substituted.
4. The QMP schema normalization list from M1 is empty.
