Support rules in `taplo::formatter::Options`

Similar use case to #382 except that I can't use a taplo configuration file. If I could pass Config into format I could provide the rules to the formatter, if Config was also exposed in the rust crate.

Let me know if there's already a way to do this I'm not seeing.
