docs(trellis): reconcile full-repo governance audit acceptance evidence

Problem

08-05-full-repo-governance-audit records 454 verified findings, but its PRD still leaves all six acceptance criteria unchecked. Filing issues is not sufficient evidence that every finding has a concrete source, required labels, deduplication, resumable ledgers, and a true per-domain result.

Required work

1. Reconcile research/findings.jsonl, research/filed.jsonl, and research/audit-summary.md against the task PRD.
2. For every discrepancy, either repair the ledger/evidence or split the unverified residual into bounded follow-up work.
3. Record the true filed total and domain breakdown; do not treat a target count or the existing remediation tracker as evidence of individual issue quality.

Acceptance criteria

• Every filed finding maps to a concrete code location and reproducible scenario or cited compatibility rule.
• Every issue has the required audit, domain, and type labels.
• Ledgers prove filing is deduplicated and resumable.
• The final report gives the true filed count and per-domain breakdown, including any under-delivery.
• Any residual non-filed or non-verifiable finding has an explicit disposition.
