Combobox scroll jitter when press hold arrow key

Chrome 143.0.7499.41（Official Build)
(It does not seem to reproduce in Firefox or Safari)

Describe your issue

There is jitter when trying to scroll the list by press up or down arrow key.
I discovered this in my own production code, but I was able to reproduce it using the sample code on the blog as well.

I can reproduce this there but only under specific conditions:

• not reliably
• only in chrome
• dev tools must be open while the elements panel is visible
• Usually right after I start scrolling the first time opening dev tools — it fixes itself rather quickly and doesn't happen again

Will need to look into this
