Adds a --fast preset that uses faster polling (4ms), shorter cooldown (350ms), higher sensitivity (0.18 threshold), and larger sample batch (320). Explicit --min-amplitude and --cooldown flags override the preset values. Tuning is resolved in the cobra RunE closure and passed as a runtimeTuning struct — run() has no dependency on *cobra.Command. Inspired by #29.
