Wallet not emitting `chainChanged` event

Window provider is not emitting the event when changing networks through the wallet.

Are we not emitting it or are we not changing the network? IIRC that the page network and extension network are distinct concepts for us, so changing the network in the dropdown deliberately does not change the current network context for the page; at the time we made that decision the expectation is that the dApp could ask for a network change if it needed it. In practice, dApps have chosen to just show that you're on the wrong network without giving a way to request a network change for reasons that are rather unclear (the RPC APIs support it...).

Okay, this might not actually be an issue. I initially suspected it was because, in MetaMask, changing the chain within the wallet triggers this event, as specified in EIP-1193.

In practice, dApps have chosen to just show that you're on the wrong network without giving a way to request a network change for reasons that are rather unclear (the RPC APIs support it...).

I'm not sure how often this happens, should we be triggering this event on the active tab?
