Update CI to accommodate new location for ibmdevxsdk/openapi-validator

It looks like the IBM openapi-validator container image changed locations and is now at ibmdevxsdk/openapi-validator.
This is why lots of the pull request CI jobs have been failing,
Once we upgrade to the new location everything will be fixed.
