* Null user_quota if tiered license levels exist * fix types for get-users-for-group * make capability elements non-optional * turn groups into reference_resources and now mypy should run clean!

User quota and tiered license levels for site items are mutually exclusive. This changes gives clear precedence to the tiered license levels, and will return
Nonefor the user_quota if it was already set.
