Add module- and examples-scoped gci configuration (local → third-party → stdlib; examples use non-stdlib → stdlib) and align import blocks in tests and the libver example with that layout.

…document import-order release. Move examples/<name>/<name>.md to examples/<name>.md, bump patch over master, and flesh out CHANGES/NEWS.
