Secret Lock / Secret Proof do not get broadcast since cow release

1. Expected behavior and actual behavior.

SecretLock and SecretProof transactions can currently not be broadcast with the SDK. They get built correctly, but never actually get included. Possible error resolutions could be linked to transaction payload size or transaction buffer and schema layouts.

2. Steps to reproduce the problem.

• Initiate SecretLock transaction
• Initiate SecretProof transaction

Both transactions are never included.

3. Specifications like the version of the project, operating system, or hardware.

Network Milestone cow.
SDK Version >=v0.10.2
