In sylabs#3676 a bump to requiring Go 1.24.0 was erroneously applied through a google/go-containerregistry update. Reverse this change so we can still build with the upstream supported Go 1.23, and make only compatible dep updates.

Bump go to 1.24.4
Additionally, in #3676 a bump to requiring Go 1.24.0 was erroneously applied through a google/go-containerregistry update. Reverse this change so we can still build with the upstream supported Go 1.23, and make only compatible dep updates.
Requires revert of lint fixes that only apply to a 1.24 language version.
