Our placeholder policy for AppArmor must use ABI 3, as ABI 4 isn't available on Ubuntu <23.10. We can install the actual userns policy with ABI 4 on 23.10 and above. Fixes sylabs#2970

Our placeholder policy for AppArmor must use ABI 3, as ABI 4 isn't available on Ubuntu <23.10.
We can install the actual userns policy with ABI 4 on 23.10 and above.
