For resilient witness tables, the WitnessTableBuilder would start building a fragile witness table constant and then abandon it. This made the code harder to understand than necessary. Instead, it is better to split it up into a pair of classes, FragileWitnessTableBuilder and ResilientWitnessTableBuilder, and refactor everything around that.
