Another step on the "stuff to polish off in swift interfaces" series. The only new commit here is
edf2d9d0d3641bfc15d1f4ec7a30fa82e17c9432 which extends the work in #20425 with a hopefully-final set of version strings and a check that the format version in the .swiftinterface matches the compiler's expectation.
