Issue Description:

If changes are made to the source files under stdlib/public/Reflection, then ninja swift-reflection-dump will rebuild libswiftReflection.a, but will not re-link swift-reflection-dump against the new static library. You have to delete the existing swift-reflection-dump to convince the build system to relink it
