This allows us to override the
swift-formatexecutable to a locally built copy by adding the locally built version to PATH in swiftlang/swift-format#1093.The
swift formatinvocation used theswifttrampoline to look up aswift-formatexecutable in the toolchain, so the commands are functionally identical.
