Move toplevel Haskell-centric config files to a new directory

[kostmo]

To build upon #2037, which applied to files that already had a defininitive, pre-existing destination to move to.

This includes:

• fourmolu.yaml
• .stan.toml
• .hlint.yaml
• weeder.toml
