chore: remove binding.mutation

Follow-up to #12530. Assigning binding.mutation is bad for the same reasons as assigning binding.expression. The change in this PR is small, and perhaps even pointless-seeming, but my plan is to use the setters mechanism more widely in a way that allows build_setters to become less chaotic.
