HTML comments are being stripped from output

### Describe the bug

It seems that HTML comments are being stripped from output. This is problematic when using tools that rely on HTML comments as directives.

### Reproduction

1. Add HTML comment to Svelte component.
2. View DOM in browser.
3. Comment is gone.
