[chore] update turbo

Turbo has been failing locally with ERROR could not check if yarn is berry: could not detect yarn version: exit status 1, something I've worked around by adding "packageManager": "pnpm@6.32.11" entry to package.json.

I decided to open an issue with turbo but it turns out this has already been fixed upstream, so this is just a pnpm update turbo.
