Describe the bug

Since 3.0.0-next.28 svelte-kit sync deletes src/routes/$types.d.ts in a fresh kit app, so LayoutProps/PageProps can't be imported / are not generated on dev server startup or build.
Saving the route brings the file back tho.

I think it was #17096

Reproduction

Stackblitz just start the dev server without the .svelte-kit dir
