This adds a code of conduct for the Svelte organisation.
I would welcome any feedback. When we have agreement on this, we can merge the CoC and open the repo. We will then need to update all our repos + community spaces to link back to this code of conduct.
I will also be inviting Svelte Society and SVelte Sirens to this private repo, so they can provide feedback as well.
